The Illinois Public Agenda for College and Career Success was created in 2010 to adapt and grow the state’s higher education offerings. It is a pathway to “One Illinois” which has an initiative to provide affordable post-secondary education opportunities to all those who reside within the state, leading to more skilled jobs for everyone. Illinois gave out $372.3 million of need-based grants and $1.05 million in non-need grants for the academic year 2013 to 2014. These grants represent the extreme majority (98.95%) of the state’s fiscal support for higher education.
There are 186 educational institutions in Illinois, with 60 public institutions, 83 nonprofit colleges, and 43 for-profit colleges. Current average tuition fees come out to just over $13,000 for in-state, and nearly $23,000 for out-of-state schools. 10.1% of students enrolled in higher education in Illinois are solely in online programs. 72.5% of those are undergraduates but only 39.7% actually live in Illinois, signaling that the state attracts a lot of distance learners from other states.
